ICS Selection and Consistency Check Bluetooth Support September 15, 2026 19:25 Updated Introduction The Implementation Conformance Statement (ICS) summarizes a given Layer's features/capabilities and support conditionals in a table-based format. It is an excellent way to get a high-level picture of what a specification includes and what a Design needs to support. All published ICS documents can be downloaded from the Specifications and Documents page. Members must complete an ICS to indicate the capabilities they support in each of their Design's implemented Layers. Members must complete the ICS per the defined status conditionals and have zero inconsistencies reported in the Consistency Check. Inconsistencies are reported in the Consistency Check when there is an inconsistency between the status requirements and a Member's selections. Steps to complete the ICS Selection in Qualification Workspace The ICS selection process has two main tasks: selecting the Design's capabilities and running the Consistency Check to ensure that all of the capabilities' groupings and dependencies are valid. Step 1. Open a Layer's ICS from the Layer navigation menu The Layers you selected in the Layer Selection step are displayed in the Layer navigation menu. Select any Layer in the menu to open that Layer's ICS. The Layer navigation menu on the ICS Selection screen. Step 2. Select the features and capabilities supported by your Design In each Layer's ICS, select the features and capabilities supported by your Design. Step 3. Run the Consistency Check Once all features and capabilities are selected, run the Consistency Check to ensure the capabilities' groups and dependencies are valid. The Consistency Check panel. Step 4. Save and continue Once you have completed the ICS Selection step, select Save and go to Test Plan and Documentation. What is the Consistency Check? The Consistency Check verifies whether or not the ICS selections are compliant according to the status conditionals. Any reported inconsistencies must be resolved to generate the Test Plan and correctly complete the Bluetooth® Qualification Process. Inconsistencies may be disputed if you believe the ICS document or Qualification Workspace needs to be corrected. Inconsistencies can be disputed by submitting a Test Set Erratum (TSE). In the Consistency Check tool, selecting any hyperlinked ICS will navigate to that ICS' location within its Layer. The Consistency Check can become complex, and there is no "undo" button. To save your current ICS selections before making changes, select Save All Changes. If necessary, you can revert your changes to the saved point by closing the browser window and re-opening the draft. Warning: Do not change the ICS selections to remove inconsistencies or test cases and submit them. Doing so may result in an invalid submission. Your ICS selections should accurately match the features and capabilities your Design supports, even if inconsistencies remain or incorrect test cases are generated.
